This is a pull request to update the 0.3 branch to 2019c (just the data files, without the generated tzinfo modules). However, the 0.3 branch already has the 2019c data in commit 71854be.

The 0.3.x releases are no longer fully supported. I'd recommend upgrading to tzinfo v1 or v2 and either using it with your system time zone (zoneinfo) files or with the tzinfo-data gem (which gets a new release for every time zone database release).

The 0.3 branch usually gets updated with time zone database releases on GitHub, but 0.3.x releases are only made infrequently. If you are sticking on 0.3.x I'd suggest pointing your Gemfile at GitHub:

gem 'tzinfo', git: 'https://github.com/tzinfo/tzinfo.git', branch: '0.3'

Since there has been a major change to Brazil's time zones in the 2019b update, I've just released version 0.3.56.

Unfortunately we use the 0.3.x in a legacy software that I can't update to 2.x version. We hope we can do it in the future.
