There may be cases where consumers want to attempt using Android's ScanFilter to save battery, despite known issues with ScanFilter'ing.

Provide a degree of support for this.

Will not implement; applications sharing a scanner across use cases may not be able to leverage API-level filtering. Nothing major gained by leverage ScanFilter at this time.
