This allows you to have per-resource control of the timeout of cache.
By default Resource.wrap_view sets a "Cache-Control: no-cache" header to work around some versions of Internet Explorer's default aggressive caching. This changes the logic slightly to only set a Cache-Control header if the response does not currently have one, allowing Resource subclasses to specify a less generic policy.
