podman firewall rules lost after changes via firewalld-cmd

I noticed that after running a service with podman... then changing some firewalld rules and doing a firewalld-cmd --reload then the podman service was no longer working.

It turns out this is being tracked in podman here: podman-container-tools/podman#5431
And potentially the real fix will come via netavark: containers/netavark#230
