[Xenial] [Indicator-Session] Ubuntu Help links to askubuntu #936

On the Indicator-Session: «Ubuntu Help» points to askubuntu but it should open forums.ubports.com:

Why should it open forums.ubports.com instead? A forum is a good place for discussions, but not for asking a question and getting an objective answer. Ask Ubuntu is exactly for the latter. Under Unity 7 it actually opens the local help browser. Perhaps instead fo opening any web site, it should open a local documentation browser (and we should ship such a thing). Or in the interim, it could perhaps open docs.ubports.com instead.

I have no problem about askubuntu website but it's not specific to the mobile.
Tapping on the Help shows this:

Anyhow, having an offline «doc» looks pretty good idea and it can be translatable and should perfect in the overall image but meanwhile we create that, the UBports forum looks a better place for landing, for now

As @NeoTheThird pointed, we want to track some attention to the project from askubuntu which sounds correct, but not to the global forum. He suggested looking for ubuntu-touch tag. I have done some searches:

  • ubuntu-touch: tones of results but old, really old
  • ubuntutouch: 25 results, from 1 year the newest
  • ubports: 34 results but the newest is from this year

It could be good for visibility but we need to check on both forums

So for clarity, where would we want this link to go?
When I slap ubuntu-touch as a tag, I get quite some results with the most recent one being from the 31th of December 2018.

This does seem like the most logical place to start

we could also update those 'really old' answers as that's the reasons stated why one can't get support on the ubuntu reddit
