Seems to happen in pritority-only and do-not-disturb modes, either when enabling/disabling them or when using the volume keys in one of that modes. Using intent filter INTERRUPTION_FILTER_CHANGED did not help. It seems it is never broadcasted?

Same happens or happens not when switching tabs beween different do-not-disturb modes. As I could not find a way which intent filter to use - I suppose this is a bug in Android - I chose to update the notification every time the bell rings (scheduled or tapped).
To be released with version 2.6.0.
