Given an active time from 09:00 to 21:00, a not randomized interval of 20 minutes, and the first minute set to 30, it will ring at 09:30, 09:50, 10:10 (! not 10:30), 10:30 and so on.

Setting the first minute is only reasonable if the interval can make up a full hour, which is equivalent to 60 can be divided by the interval.

Setting the first minute to anything greater or equal to the interval means a quiet "gap" at the beginning of the day (or the active period).
