I am sorry for following. It looks so the problem has nothing with uim.
In one particular case uninstall of uim removed the problem, however on other machine the problem still remains without uim/uim-common packages.

I add following for the case that somebody will find this having the same problem with Debian(9)/KDE install:
The problem (at least at some time at late 2017) occurs if we use the complete .iso (called dvd install or so, about 3G large). Symptoms are: a) KDE menu hangs while seeking for your keystrokes, b) single characters written by two keystrokes are improperly splitted into two (unwanted) characters in gnome apps.
I highly recommend to avoid the installation from such large .iso. Start always with netinst .iso (which is about 300M large). I had success with: a) press F8 while usb flash goes to boot, b) navigate to Install item, c) press E to edit the command, d) add param: tasks="kde-desktop, standard" ,into the row: linux...., e) save and start this install.
Probably basic (unchanged) netinst folloved by 'apt install sddm kde-plasma-desktop' or something similar will do same good job(?)

I have found this problem in Debian 9 / KDE. (I used unofficial installer with many language tasks include japanese keyboard which installed uim too). With installed uim I had visible toolbar of uim in right lower corner.
Once uim is uninstalled, the problem will disapear.

I haven't explicitly installed/used no other language, just english + czech. So it is very difficult to find that the problem comes with uim.

PROBLEM:

Czech, Slovak, and probably more languages have keyboards with accented characters like ážřščý..
Often characters have their own key, but rare characters are entered with 2 keystrokes, first for the sign about the letter, second for the base letter. Both keystrokes together will create a single character: Ň Ť Á ...

If you want debug/test, add in the Debian/Ubuntu/... installation a Czech-qwerty keyboard. The "sign" key is located immediately left from Backspace. This key together with Shift and then N T should write Ň Ť Á. This key without Shift followed with A should write Á. See qt/kde apps for proper functionality.

Note: correctly working keyboard support will show NOTHING with first keystroke of this special key. With 2nd keystroke the sign itself appears: ˇ ´.
Note: There are 2 other "sign" keys for very rare signs: ° (to print ůŮ, bellow of escape, used with Shift), ¨ (ie german "umlaut", äÄöÖüÜ, above the right shift key, used without Shift)

With uim installed it works correctly in qt/kde.
However in gnome applications the sign is printed immediately and we obtain 2 separate characters: ˇN ˇT ´A.
In Java applications (I use PyCharm) only the base characters appears: N T A.

I'm closing this, because relation to uim is probably a mistake.
