Changes compilation batch mode to true uses Roslyn compiler for views #3059

Based on some excellent investigations by @KevinJump (https://docs.google.com/document/d/1RTt5caflQyTxecsxu8liIgCbe55MaLcPmIfx15eaHPY/edit#heading=h.3ylqy4q9h9oo) - he found that it would be beneficial to change how Umbraco sites deal with compiling views. Specifically, he found that the Roslyn compiler (added to all standard ASP.NET MVC websites) is very good and fast at compiling views.

Shannon followed up on this research and came to the same conclusion. We'll ship with the Roslyn compiler enable batch compiling in the web.config starting from 7.13.0.
