Resources outside of 'en' folder not working #493

Bug report (I searched for similar issues and did not find one)

Current behavior

If resources are stored in a folder other than Shared\Strings\en\ then ResourceLoader.GetString(stringName) returns an empty string. You also get an empty string if you set the current culture to something like 'de-DE', even if you have a 'de-DE' folder.

Expected behavior

Should be able to use string folders other than en\

Minimal reproduction of the problem with instructions

Rename the Strings\en folder to Strings\en-US or add strings to another culture and switch current culture to that culture. Calling ResourceLoader.GetString against that file\string will return an empty string.
