[wasm] combobox scrollbar cannot be clicked as it closes the dropdown #871

Current behavior

Possibly related to #722, although this does not require subclassing. Create a ComboBox with enough items to generate a scroll bar and run. Click on the scroll bar to scroll and release. The ComboBox closes.

Expected behavior

Using the scrollbar should not close the dropdown.

Minimal reproduction of the problem with instructions

From the starting template, add this Xaml:

Why was this moved to low priority? I would have thought a functioning combobox was more important.

There's still another issue associated to this (#843) where releasing the mouse in the list after starting to scroll inside scrollbars selects an item.
