Docs: auto-generated artisan command documentation #3468

We run some operations through the artisan command , such as running database migrations, running the v2/v3 migration, checking datasources etc. This command is going to be important for developers and service administrators alike.

The cool thing about the artisan framework is that it can output help for each command straight from the code.

I suggest we go ahead and add create a script that extracts help from all the commands to put it in gitbook .
