Limit the number of releases listed in the the sidenav #163

This was a great suggestion from my critique group: limit the releases page subnav to the last handful—3? 4? major?—releases, and include a link to previous releases that takes you to a URL like this one:

https://github.com/18F/web-design-standards/releases?after={tag}

Where {tag} is the git tag of the last release we list.
