USWDS - Feature: Make Alert dismissible/collapsible

Currently, Alerts are not able to be dismissed or collapsed. We've seen some instances where teams want to use this functionality and also understand that our Component guidance states that notifications should be dismissible where possible:

Make the Alert component able to be dismissed or collapsed.
