MIT admit things that GPL don't admit. Then can you clarify to me...

Can I use this code in a commercial development?
What are the conditions to use it?

Dual licensed means, "pick the one you want". And, yes, you can use it in commercial development as long as you keep the copyright notice in the source (as per the MIT license).

Maybe you can specify different the license: MIT "or" GPL License

Because the AND connector, for me, is both at same time.

FYI, this hasn't been propagated to the registry yet. The repo as it stands shows MIT license only; the registry's version still has the dual GPL/MIT variety.
