Update db nov 2023

This pull request updates the MOAlmanac database to the 2023-11-09 release. In this release, the preferred_assertion field of the schema was deprecated in favor of publication_date and last_updated.

Additions:

• An example input data for COSMIC mutational signatures has been added.

Revisions:

• The underlying moalmanac database was updated to v.2023-11-09
• The annotation to the MOAlmanac database was updated to sort by the evidence type, publication date of the source, and then when the database record was last updated.
