Steps to reproduce:
Start with all boot order options enabled. Then save.
Open boot order and review - all ok. Then save.
Open boot order and un-check 1st item in the list. Then save.
Open boot order and none are checked.
Select all and save.
Open again and review - all are checked.
Open and uncheck 2nd item. Save.
Open and 2nd and 3rd items are now unchecked.
It appears that when you uncheck the 1st item, the 2nd and 3rd also become un-checked.
If you uncheck the 2nd item, the 3rd item becomes un-checked.
If you uncheck the 3rd/last item, it behaves (because there are non after it in the list is my guess?)
When booting PXE (create VM, src=Other Installation Media) etc, 1st boot and install is fine.
After install (Ubuntu in my case) a reboot is automatically initiated. Works fine, but VM comes back to the PXE boot loader.
To fix, use the Boot order button on /#/vms/.
NO options are now selected.
Ok, boot VM anyway to see if GUI is untruthful about boot-order values.
VM will not boot. GUI was truthful after all.
This 'confusion' only seems to happen when disabling the Network option.
