This is especially noticeable / needed when widget content is loading, or there is an error (as there is no separator between the widget title content and the main body).

lgtm, although I'm surprised by the package-lock.json update - surely a small CSS change shouldn't be accompanied by a sizeable package-lock.json update?

Regarding package-lock.json... yeah, am happy to remove that (in fact I will). However, it would be good to know what the rule is (that we are going to use), for when package-lock.json should be included, and when it shouldn't. @dbkr Any suggestions for a good rule of thumb?
