Adds a tag-triggered GitHub Actions workflow that verifies package.json matches the tag, runs compile and lint, packages the extension, publishes to the marketplace when VSCE_PAT is configured, and creates a GitHub Release with the VSIX. The commit webview gains Push and Push (force-with-lease) actions with an explicit confirmation for force-with-lease. Bumps the extension to 0.7.0 and documents the release process in the README and CHANGELOG.
