LibSDCParse was made a sub-tree; however, I have been reviving the LibSDCParse repo. Since updates will be happening on that repo, this should be a submodule.

LibSDCParse was made a sub-tree; however, I have been reviving the LibSDCParse repo. Since updates will be happening on that repo, this should be a submodule.
This will allow me to make changes on the LibSDCParse repo without bothering VTR until the changes are ready to be brought in.
