Rename `wp vp apply-changes` subcommand #1082

In #475, we created a command called wp vp apply-changes and there's even a note that the naming was challenging:

Naming was not easy, we considered update-site, sync-db (we'd generally like to save the "sync" word for more important use cases in the future) etc. We'll stick with apply-changes for now.

I don't think the apply-changes name is very intuitive. Changes of what? Apply them to what, exactly? We should come up with a better name.
