Take a look at #16 - that's where the feature was first requested.
Outside of Vdebug's debug mode, only the run key actually does anything. When debug mode starts, all the other Vdebug-specific keys get mapped. All the original bindings to the other keys are remembered, then restored when Vdebug shuts down.
This means you can use the <F*> keys for other things, until Vdebug starts up.
