Upgrade if_python3 to Python 3.6 #2429

There was a report that Python 3.5 entered "security fixes only" mode at vim/vim-win32-installer#40.
I think it's better to upgrade the default if_python3 version to 3.6.

Also updated INSTALLpc.txt for using msys2 linking with python 3.6.

Problem:    Python 3.5 is getting old.
Solution:   Make Python 3.6 the default. (Ken Takata, closes vim#2429)
