Voronoi Diagram Builder

The following functionality has been added:

--Triangle::circumcentre()
--CoordinateList::closeRing()
--DelaunayTriangulationBuilder::evnelope()

class:
VoronoiDiagramBuilder: For the construction of Voronoi Diagram from a given set of points. Also they its exposed via TS and non-TS C-apis.
