An n-times burst weapon always fires n shots when clicking the fire button. The button has to be released before the next burst can be fired. For example, burst 3 in weapon.cfg sets a 3-times burst for the weapon.

Only use the ANGLE2SHORT function when setting delta_angles, otherwise save all values as float.

Change spread mechanism to angles in sg_weapon.cpp.
Interpret spread value as angle and compute tan(angle) to get the resulting spread. Interpret spread/cone of fire values and recoil values as angles in weapon configuration files.

Update the BSD copyrights to year 2016
Also relicense sg_api.cpp to BSD as it was entirely written by us.
