This PR makes a few improvements to the build project tool. Some speedup, and some regarding consistent formatting between preview, print, and saved files. It also cleans up the rules for page breaks, and shifts the novel headers to conform to standards that will later be needed for making epub exports.
In the generated HTML, chapter headers are now H1, scenes H2, etc. Note files follow the internal novelWriter format still. A chapter header has a forced page break before it, notes do not, but each new note category (root folder) now has a header with a forced page break.
