Is there a global style layout flip configuration similar to the react version?

• I have searched the issues of this repository and believe that this is not a duplicate.

What problem does this feature solve?

The reading habit in Arabic or Hebrew is from right to left, so there are Arabic applications that need to switch the overall layout direction when switching.

What does the proposed API look like?

Hope that the same as the configuration ConfigProvider direction="rtl" property of the react version, we can switch rtl or ltr globally
