Table Editable Cells edit icon should always be displayed

What problem does this feature solve?

For editable cells, if the edit icon is not displayed, the user cannot perceive that the cell is editable.

What does the proposed API look like?

Editable cells provide the property whether the edit icon is always displayed and the default value is always displayed.
