Steps to reproduce

Hello 馃枛

In a doc (https://github.com/vuejs/vue/blob/dev/packages/vue-template-compiler/README.md#options) you said that a whitespace has default value 'preserve', but if I inspect vue by vue inspect --rule vue I got this config rule:

/* config.module.rule('vue') */
{
  test: /\.vue$/,
  use: [
    /* config.module.rule('vue').use('cache-loader') */
    {
      loader: 'cache-loader',
      options: {
        cacheDirectory: '/Users/xesjkeee/Documents/estate/node_modules/.cache/vue-loader',
        cacheIdentifier: 'e80101b6'
      }
    },
    /* config.module.rule('vue').use('vue-loader') */
    {
      loader: 'vue-loader',
      options: {
        compilerOptions: {
          whitespace: 'condense'
        },
        cacheDirectory: '/Users/xesjkeee/Documents/estate/node_modules/.cache/vue-loader',
        cacheIdentifier: 'e80101b6'
      }
    }
  ]
}

I don't know where is error 鈥 in the doc or in code, so this looks queerly 馃

What is expected?

whitespace is 'preserve' by default

What is actually happening?

whitespace is 'condense' by default

The cli changes that option to a different default
