Add Rights Impact concepts for each Right

New Concept(s)

The RISK taxonomy should provide a taxonomy for rights impacts e.g. right is prevented from being exercised, is not fulfilled, and in the extreme vase has been violated. Specific concepts should be provided for each right modelled using DPV e.g. EU-GDPR and EU-Rights, so that it can be explicitly and easily specified which right has been impacted and in what way. E.g.

• RightUnfulfilled - unfulfilment of a right exercise
• RightViolated - breach of a right in terms of its obligations, typically in a deliberate fashion
• RightEroded - weakening of the right
• RightObstructed - obstruction of the right or its exercise

DPV 2.1 will add these rights impact concepts at a broad level i.e. impact on right, and the specific impact categories in the risk concepts representing impacts on rights. The more specific concepts e.g. denial, violation for each right are to be discussed for inclusion in DPV 2.2. See DPVCG meeting 29 OCT 2024
