This issue applies to Chinese and Japanese.

Emphasis dots should be centre-aligned with the text after the letter spacing is increased.

Example in Chinese:

emphasis

The GAP

The dots are centre-aligned with the characters in Gecko and WebKit, but not in Blink.

CSS Text Decoration Module Level 4 doesn't refer to this.

Priority

Given that increased inter-character spacing and emphasis dots appearing at the same time is not common, this was prioritised as an advanced issue.

From JLReq TF meeting on 2024-2-6: JLReq TF agrees that this is an issue. Emphasis dots are to be attached to each character and should be center aligned to each character.
