This adds one concrete DID URL matrix parameter.

Description: Identifies a key from the DID Document by key id.

Example: did:example:1234;key=mykey

-1 to merging as I don't understand the purpose and it seems like it's just adding another way of doing something that can already be done. A key can already be referenced by its own ID, which is itself a URL.

Example: did:example:1234;key=mykey

Agree with @dlongley ... why do we need two ways to refer to a key... for example, the following would work just fine today without the need for this matrix parameter name:

did:example:1234#mykey
