I think that this is basically defined as part of DOMHighResTimeStamp with the line: "A DOMHighResTimeStamp SHOULD represent a time in milliseconds accurate enough to allow measurement while preventing timing attacks - see § 7.1 Clock resolution for additional considerations."

However, indeed nowhere does it was that "high resolution time" is a DOMHighResTimeStamp and the term is used before definition.
