If a defined Codec Capability Parameters is unset when returned from RtpReceiver/Sender.getCapabilities(), then the engine does not allow adjusting the parameter. If set when returned from RtpReceiver/Sender.getCapabilities() then the default value for the engine is given.

Maybe we need similar statements for Codec Capability Options and Codec Parameters too...
