There are issues with the use of FrozenArray:
https://www.w3.org/Bugs/Public/show_bug.cgi?id=29004

As a result, WebRTC 1.0 has removed all uses of FrozenArray:
https://rawgit.com/w3c/webrtc-pc/master/webrtc.html
