So how does an application set the protection parameters on a sender? It would appear to me that in Section 9.7.1.7 that l, d and toP should be properties of the sender.

In http://draft.ortc.org/#flexfec-codec-capability* it says that flexfec codec capabilities are only valid for the sender and in http://draft.ortc.org/#flexfec-codec-settings* it says that flexfec codec parameters are only valid for the receiver.
