Missing functionality in Encoding Parameters and Capabilities #83

Some missing functionality:

  1. Ability to specify relative framerates for temporal scalability.
  2. Ability to specify relative quality for quality scalability.
  3. Ability to specify capabilities of an SVC encoder or decoder.
  4. Meaning and usefulness of encoding parameters in SVC (e.g. maxbitrate, minquality, etc.)
