w3c/spec-prod currently only accepts toolchain specific config overrides. See w3c/spec-prod#57

@xfq In this PR, I'm fixing a workflow issue, as well as trying to debug w3c/spec-prod#63. Can you approve the workflow run? Don't merge this PR yet though. |
