I am forwarding a comment from the FInnish organisation for persons with cognitive impairments, who also do research and provide the majority of news, pedagogical material etc for this target group in Finland.

I am working in Finnish Association on Intellectual and Developmental Disabilities. We are responsible for many quite popular websites in our field. The most used website had an average of 5 500 users per day (papunet.net, 2017). Many of our users them have cognitive impairments. Many users are working with people with cognitive impairments and they are using our materials together.
People with cognitive impairments are those who are currently having the biggest difficulties using web services. So it is very important for us and our visitors that 1.3.4 becomes part of WCAG's success criteria at Level AA. We do not see any problems with the implementation and are happy to contribute with experiences from our development environment.
