http://w3c.github.io/webrtc-pc/#operation currently contains several blocks which are not link-able

  1. the constructor
  2. the operations queue
    3-5) the connection state, gathering state and ice connection state
  3. setting a description

It would be helpful to be able to reference each of those as a URL.
