There needs to be one location to reference all the WebVTT related specs, including 608/708 - WebVTT conversion, TTML - WebVTT conversion, WebVTT in HLS, WebVTT in MPEG4, WebVTT in WebM/Matroska, List of WebVTT tests

Been trying to do that on the wiki, but yes...

https://www.w3.org/wiki/TimedText/EffortsAndSpecifications is a good place to start.

Also include a link to the new suggestions for live streaming. This is for people outside the immediate community, e.g. non browser user agents.

Maybe have the spec. link out to the Wiki as informative?
