What does this PR do?

Adds code for the signup endpoint

Description of Task to be completed?

-[x] Write tests for the signup endpoint
-[x] Write code for the signup endpoint

How should this be manually tested?

  • Clone the repo
  • Activate virtualenv venv and run pip3 install requirements.txt
  • Run python3 run.py
  • Use a Rest client to access POST /api/v2/auth/signup
