Provide dev container config

Provide a Dockerfile and dev container file, incorporate them into the installation instructions.

TODO:

• Clean up files
• Make sure we're following best practices well enough
• Confirm that the process works as documented on a fresh instance
• Check whether it is enough to install Docker and the NVIDIA container toolkit without installing NVIDIA GPU drivers on the host machine.
