Add module for interfacing with numpy #107

There're now numerous recipes for converting data from picamera into numpy arrays. Rather than have everyone constantly re-inventing the wheel (or at least copying recipes) it might be better to wrap this functionality in an arrays module within the package.

We mustn't add numpy as a direct dependency (it's a pig to build in virtualenvs and a pretty fat package generally), so the main module must not import it, but it should be well documented and referenced from the relevant recipes for those users which happen to have numpy available in their environment (perhaps add it as a "suggested" dependency in the .deb packaging?)

Tests for #107
Fixed several bugs in the new array classes, and implemented some
rudimentary functional and unit test for them.
