The major question with this is what's the process for getting it accepted upstream (or is there an equivalent to Ubuntu's PPAs?)

First attempt at #12
First attempt at implementing Debian packaging for picamera. Painful as
always; the new pybuild-based setup largely seems like an improvement
but there's still several broken bits (in this case dh_sphinxdoc is
currently failing to find the docs ... no idea why yet)

More work in 33f72d4, 9c646bc, 88a854e, and d407159 - I think I've now got a reasonable set of debian packages successfully built. Now to investigate getting it accepted upstream.

I've heard back from Alex who's suggested a minor tweak to the package dependencies and is happy for the package to be included in the Pi-specific bit of the Raspbian repo. Need to add some stuff to the Makefile's release target to handle mailing the generated files to Alex.

For #12, add libraspberrypi0 to depends
As per Alex's suggestion, libraspberrypi0 contains libmmal which is a
dependency of the library
