Pull Request Overview
This PR adds a GitHub pull request template to standardize PR submissions and improve contribution workflow consistency.
- Added a new PR template with sections for Summary, Related Links, and Checklist
- Template follows the same format as used in the related Rspack project
- Includes standard checklist items for tests and documentation updates
