add HTTPS, root CA, and certs location info to README and Docs #9956

Ran into local problems on HTTPS with Service Worker tests. I thought it would be helpful to provide explicit HTTPS and certificate information in hopes that it helps other users run local HTTPS tests (required for Service Workers I imagine)

I recommended trusting the Root CA to avoid browser warnings, but I'm not sure if you feel this is bad practice for a public project.
