Description: Cannot scroll
Steps to Reproduce:
The main site works well, however phoronix.com forum appears to have a problem, scrolling is not responding. A few days back, firefox was behaving normaly. Everything else is working fine on the phone, including firefox UI, switching tabs etc.

Thanks for the report, I was able to reproduce the issue. On Firefox the scroll is sluggish and stalls, but it is very fast on Chrome.

Performance profile: profile.zip

Tested with:
Browser / Version: Firefox Nightly 66.0a1 (2019-01-16)
Operating System: Google Pixel (Android 9) - 1080 x 1920 pixels (~441 ppi pixel density), Samsung Galaxy S7 Edge (Android 8.0.0) - Resolution 1440 x 2560 pixels (~534 ppi pixel density)

Some issue with Phoronix in the past https://bugzilla.mozilla.org/show_bug.cgi?id=1183922
The issue is reproducible with RDM.

scrolling in the bottom footer area is not slugish. This is happening only when scrolling where the comments are.

The performance profile seems to say that this is about HTMLElement.offsetWidth?
and in #22453 another sluggish scroll performance issue, it seems to be about Window.pageYOffset

For both of these I wonder if performance bugs should be opened. @emilio ?

So this looks like a recent regression. A bug for this should definitely be opened, and ideally a mozregression run. I wonder if it's related to scroll anchoring.
