Problem type: Site is not usable
Description: can't scroll because the top bar keeps dancing up and down
Steps to Reproduce:
Just visited this page and tried to read the article scrolling down slightly at first. Seems to get "stuck" at a small amount of scroll in a animation loop. Works ok in desktop mode. A little jumpy but usable in chrome on Android as well as Firefox 65 stable on Android.

Thanks for the report @rpavlik , but I'm not able to reproduce the issue.
I accessed the link and scrolled through the page with no issues as presented in the GIF below.

scrolling

Tested with:
Browser / Version: Firefox Nightly Mobile 67.0a1 (2019-02-17)
Operating System: Huawei P10 (Android 8.0) - 1080 x 1920 pixels (~432 ppi pixel density)

@rpavlik , could you please update to the latest Firefox version, and give it another try?
Also, could you try clearing cache/data/cookies, disable Ad-blocker (if available) and check again?
