IIRC there's a property in hintrc that can be used to specify the path for the puppeteer connector.

Per @molant's reference I see this is currently missing from the documentation for connector-puppeteer, but you can indeed specify a path to a local Chromium executable in your .hintrc if you have one that webhint isn't finding:
